This REF describes the proposal, documents the likely impacts of the proposal on the environment, and details the safeguards and management measures that would be implemented during detailed design, construction and operation. During this time the community has the opportunity to make a submission about the project to Australian Rail Track Corporation (ARTC) as part of its assessment of the project.
