The Australian Rail Track Corporation (ARTC) plays a critical role in the national transport supply chain and in the overall economic development of Australia. Managing and operating more than 8,500 km of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, makes ARTC one of Australia's largest rail network owners.

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

The Area Director – I2S will oversee the Illabo to Stockinbingal (I2S) section of the Program. Reporting to the Program Delivery Director – A2P (Albury to Parkes), you will lead and manage all phases of the I2S project from procurement through execution to handover. You will deliver in line with approved program objectives within the constraints of benefits, scope, budget, time and quality. You will identify and manage all project related risks with your delivery team and integration with other functions and stakeholders.  
  
Embedded with the delivery team based in Sydney, the I2S greenfield project will be under your leadership to ensure successful delivery and handover to ARTC.

Key responsibilities will include but not be limited to:

  • Be responsible for the I2S project including: scope, cost, schedule, safety, environmental management, ARTC standards and benefits realisation, from procurement through to commissioning and handover.
  • Direct the development and procurement of the project and recommend plans for delivery in consideration of competing priorities for finite resources and make recommendations to the Program Delivery Director
  • Report to the Program Delivery Director – A2P on the progress and issues related to the I2S project to ensure timely and accurate information is provided
  • Ensure the timely and accurate completion of monthly reports as well as ensuring cash flows and forecast costs are accurately reflected in the Inland Rail accounting system
  • Prepare quality submissions for approval at discrete decision 'gates' in a timely fashion to allow Inland Ral, and others to correctly assess the request without impact on the delivery program
  • Direct a team of Senior Staff, and Contractors to successfully manage the work outputs to achieve Inland Rail’s objectives for all aspects of the project
  • Manage the I2S project to minimise the impact of the project work on ARTC's operations and ensure that the work is completed in accordance with ARTC / Inland Rail quality and safety procedures
  • Undertake annual performance reviews of direct reports and ensure a personal development plan is completed and implemented for each member.

About you

This role is a great opportunity for a passionate individual with strong tier 1 or tier 2 contracting background who wants to manage a multi-disciplinary project team on a major infrastructure project. It is key for the incumbent to establish clear leadership with the delivery team, contractors and consultants to ensure the work is prioritised. It is also key for the incumbent to develop strong relationship with peers and ARTC to ensure consistency across the program. Working collaboratively will be key to the success in the role.

You will be able to demonstrate:

  • Proven experience in managing large transformational infrastructure projects, ideally rail or major road projects
  • Demonstrated ability to lead a team in the management of major civil works projects
  • Strong commercial acumen and experience in tendering and negotiation of contracts of varying complexities
  • Demonstrated cost, budget and time management of projects
  • Highly developed written and oral communication and presentation skills
  • Knowledge of rail safety management and Work Health and Safety principles, and an ability to implement the principles
  • Tertiary Qualifications in Project Management or Engineering
  • Desirable to hold a formal certification or senior professional membership (FIEAust/CPEng/NER/RPEQ, AIPM RegPM or PMI PMP/PgMP/PfMP) leadership position
  • Proficient in using the Microsoft Office suite and other commonly used applications;
  • Sound knowledge of railway systems and Australian Standards for track infrastructure including the railway National Code of Practice are desirable.
  • Driver’s License - Class C
