About the Opportunity
The Enterprise Content Manager is responsible and accountable for managing the standards, best practices, processes, systems design and implementation related to Enterprise Content solutions and content repositories (document, records, digital assets, web content, collaboration etc) for the Inland Rail Program. The position will act as a liaison between ICT and Inland Rail business units in determining how to best implement software to streamline, automate and facilitate ECM process efficiency, and ensure compliant records management for structured and unstructured information assets.

This role will engage with internal and external stakeholders to gather/review business requirements and translate into Enterprise Content Management (ECM) strategies and designs, taking into consideration ICT and Information Management standards, strategies, technologies and solutions in compliance with ARTC policy and procedures and any relevant legislation. Other responsibilities include but not limited to;
  • Direct the implementation and configuration of ECM solutions and ensure solutions align information dissemination methods, consumers and security so that information is provided appropriately at the right times externally and internally.
  • Architect and oversee implementation of the Inland Rail ECM solutions including Aconex, Microsoft 365 (SharePoint, Teams, OneDrive), line of business systems with unstructured content (such as Consultation Manager), and integration with other applications as required.
  • Establish ECM standards and implement governance (including monitoring and reporting) over content libraries (including photos, documents, BIM models, video, CAD drawings) and the processes and procedures that apply the standards. Provide records management oversight of procurement's, contracts and service provider engagements.
  • Provide strategic and expert advice on records management and perform/oversee record keeping activities as required, including designing and implementing the controls, processes and records to manage privacy and information risk. Ensure that record keeping is up-to-date, accurate and easily accessed as needed.
  • Manage Inland Rail’s Information Asset Register and establish standards and processes for the management of the information lifecycle.
As our ideal candidate; you will be able to demonstrate.
  • Experience in Enterprise Content Management business applications, including information management and Microsoft ECM applications (i.e. SharePoint, Teams, etc.).
  • ECM implementation methodologies and best practice experience, including implementation and best practices for Office 365/SharePoint Online.
  • Expertise in more than one of the following ECM application components; collaboration, document management, records management, knowledge management, digital asset management, web content management or archiving.
  • Ability to understand and interpret legislation and Government Policies and Standards including; State Records Act, Freedom of Information Act, Privacy Act, Electronic Transactions Act, Australian Government Protective Security Policy Framework (PSPF).
  • Ability to solve complex functional/process issues which cross organisational boundaries; ability to liaise and negotiate.
  • Ability to draw conclusions including impacts and resolution options, define strategies and suggest solutions.
  • Possess a high-level communication skill (verbal and written) including the provision of advice and consulting services on ECM/RM/IM issues of a complex, critical and sensitive nature.
  • Proven ability to liaise effectively and work collaboratively in a team environment, including consultation and negotiation with a wide range of stakeholders, to facilitate and achieve desired outcomes and to establish and maintain strong, productive working relationships.
  • Tertiary qualified in either IT, Information Management, Records Management, Business Administration or similar relevant qualification.
Desirable experience includes;
  • Experience working with Oracle Aconex or similar construction management software.
  • Experience working within an engineering company with exposure to the National Digital Engineering Policy Principles and the application of ISO 19650 standards for BIM modelling.
