About the Position
The Inland Rail Finance Team has an opportunity for a Funding Manager to come and work at Program level.
Reporting to the Head of Finance, the primary objective of the role is to provide high level strategic advice and support to Inland Rail on matters related to government funding and financing, subject matter expertise and support on Tender Evaluation Committees and ongoing counterparty financial capability assessments. The incumbent maintains the rigor of the Inland Rail Program’s funding mechanisms (grant, equity, PPP, ARTC sources).

The incumbent executes on the strategy defined at Program level. The role will develop effective relationship with ARTC corporate and the Tender Review Committees being the Subject Matter Expert in its field. The person will be involved in the continuous review of the financial capabilities of the contractors appointed on the program, and will connect with the Commercial team during the execution of the contracts.

The main responsibilities of the role will be and are not limited to:

  • Maintain the Program's ongoing funding requirements in accordance with annual Corporate Plans.
  • Manage project reporting processes to Government, including the production and timely delivery of monthly funding reports and other information requests, to ensure timely delivery, relevance and integrity of reports;
  • Prepare timely and relevant budgetary, information and financial analysis for decision-making by Inland Rail Management, matched against funding sources where required;
  • Advise on the development, structuring and presentation of relevant funding submissions to the Australian Government to support the Inland Rail development and delivery program;
  • Manage relevant ongoing financial matters associated with funding approvals, such as variations, performance reporting, milestone delivery and Grant Funding close-out;
  • As required, assist ARTC Finance with taxation, treasury and accounting related issues associated with program funding;
  • Assist and provide input to the preparation of communications and briefing papers for the ARTC Executive, Board and Australian Government as required;
  • Manage the preparation of the balance sheet, in addition to quarterly and annual reporting review for the Moody’s Credit Rating Process, as regards Inland Rail inputs;
  • Respond to questions and issues as raised by government departments and agencies;
  • Provide support on funding for the PPP, including matters related to equity funding and availability payments, and financial evaluation advice for the PPP transaction;
  • Maintain suitable systems, processes and controls to ensure integrity, transparency and consistency of data;
  • Maintain Single Expert Support to tender evaluation committees for various procurements, and for Financial Capacity assessments;
  • Undertake ad hoc projects and tasks as directed by the Head of Finance or Business Services Director; and,
  • Participate in review of the month end process to assist with adherence to the month end timetable.

You will also be able to demonstrate
  • Tertiary qualifications in a relevant discipline coupled with significant professional experience in a similar role which includes accountability to government;
  • Extensive experience with equity funding arrangements on large infrastructure projects, including PPP projects;
  • Extensive experience interacting with credit ratings agencies;
  • Understanding of the political and economic environment in which ARTC operates;
  • Ability to deal with multiple complex issues pertaining to ARTC with sensitivity whilst maintaining confidentiality;
  • Attention to detail and consistency of information;
  • High level verbal and written communication skills;
  • Ability to prepare and evaluate complex reports and documents; and,
  • Post Graduate qualifications in finance or management will be highly regarded.
