Australian Rail Track Corporation (ARTC) plays a critical role in the transport supply chain and in the overall economic development of Australia.  We manage and operate over 8500 kms of track in New South Wales, Victoria, South Australia, Western Australia and Queensland, making us one of Australia's largest rail network owners.
The Inland Rail Program is a 1700km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. About the Position
To support to growing activities in the commercial and project delivery spaces, we have an opportunity for a passionate Contracts Administrator with a quantity surveying experience to join our team on a permanent basis to work on the Narrabri to North Start section which is under construction.

The primary objective of the role is to provide cost advice throughout the construction phase, contract administration. assisting with budgets, variation valuations and preparing contract correspondence in respect of all construction and ancillary contracts in accordance with the contract administration systems, processes, and procedures for the Inland Rail Program.
The role performs the cost assessment as well as administration of the contract documents including assisting the Lead Commercial and the Project Delivery Team with any contractual issues arising from the delivery of the Project.
The role is based in Moree and will worked closely to the project delivery team. The role can be either residential or Fly in Fly Out (FIFO) basis. The FIFO roster is 10 days on 4 days off.

Reporting to the Lead Commercial, the key accountabilities will be and are not limited to:

  • Liaise with ARTC’s designers concerning the status of the designs, specifications and any changes which may have a cost impact;
  • Undertake progressive quantity take-offs from Issued for Construction (IFC) designs and specifications as and when these documents are issued to the main works contractor;
  • Meet regularly with representatives from the main works contractor to agree the progressive measurement of the provisional item (re-measurable items) in the bills of quantities;
  • Prepare a cost analysis of the interim final account and include in the monthly cost report;
  • Prepare an estimate at completion (EAC) on a monthly basis and include the results in the monthly cost report;
  • Efficiently and effectively undertake contract administration duties including progress claim verification, payment certificates and processing of progress claims in line with contractual requirements;
  • Prepare contract documents that are commercially acceptable and on approved templates that reduce risk and conform to ARTC policy and procedures;
  • Prepare contractual correspondence of a high standard in accordance with ARTC’s commercial strategy; and,
  • Provide support to Project Manager in the timely completion of monthly reporting requirements for the Project Management Office to include accruals, forecasting etc.
About You

This role suits a candidate with versatile skills equally comfortable with quantity surveying and contracts administration duties. This is a highly communicative role who will develop close relationship with Inland Rail project teams as well as the contractors team.
You will also be able to demonstrate:
  • Tertiary qualifications in fields such as quantity surveying, business, commerce, law, engineering or related discipline or relevant experience; 
  • An understanding of contract law with experience in administering construction agreements in a large business environment;
  • Experience working as a quantity surveyor on an infrastructure project is important for your success in the role;
  • Extensive experience in managing contractors and suppliers against performance criteria;
  • Ability to work as part of a team, to work under pressure, demonstrate resilience in conflict situations, meet deadlines and provide additional support within the team when required;
  • Clear and concise oral and written communications skills and the ability to communicate with all levels of the company, contractor representatives and management;
  • Significant experience with purchasing, contracts or finance systems in a large national company and a good knowledge of the relevant process flows;
  • Demonstrated effective analytical, strategic and planning skills;
  • Ability to work as part of a team, to work under pressure, demonstrate resilience in conflict situations, meet deadlines and provide additional support within the team when required;
  • Experience using Aconex and CI Financials (Technology One) will be highly regarded; and,
  • Membership of Royal Institution of Chartered Surveyors will be a plus.
