Kagaru to Acacia Ridge and Bromelton (Qld)

The Kagaru to Acacia Ridge and Bromelton (K2ARB) section is one of 13 projects that complete Inland Rail. This section of the Inland Rail program consists of enhancements to, as well as commissioning of, dual gauge operations along the existing interstate track between K2ARB.

There is about 49km of existing track to be enhanced, enabling double-stacking capability along the existing interstate route both south from Kagaru to Bromelton and north from Kagaru to Brisbane’s major intermodal terminal at Acacia Ridge. It crosses the three Local Government Areas of Scenic Rim, Logan City and Brisbane City.

The alignment

The project utilises the existing Sydney to Brisbane Rail Corridor, operated by ARTC pursuant to a sub-lease with the Queensland Department of Transport and Main Roads (TMR).

This is an existing operational rail corridor and Acacia Ridge has been a longstanding, nationally-significant intermodal terminal in operation for decades.

Progress

ARTC has lodged an initial advice statement for the Kagaru to Acacia Ridge and Bromelton (K2ARB) section of Inland Rail with the Office of the Coordinator-General.

Lodging an initial advice statement provides the Coordinator-General the opportunity to consider whether or not the K2ARB project should be considered a ‘coordinated project.’

Under the State Development and Public Works Organisation Act 1971, a number of factors may lead to a project being declared coordinated, including complex approval requirements, significant environmental effects and significant infrastructure requirements.

The Coordinator-General chooses the weight attributed to each of these factors and is not bound to declare a project a coordinated project merely because it satisfies one or more of these characteristics.

In the mean time, we have begun the 12-18 month planning and environmental investigation process to consider the potential impacts of the project. Regardless of whether or not an EIS is required, we are committed to undertaking thorough environmental investigations for the project.

An EIS involves a range of investigations throughout a project’s study area, to consider the potential impact of the project and how any impacts may be mitigated. These generally include geotechnical, flooding and hydrology, ecological, noise, air quality and vibration, social and heritage studies.

Next steps

Once the Coordinator-General has made a decision, we will advise the community of the outcome and provide details regarding our upcoming consultation program.

Regardless of whether or not K2ARB is declared a coordinated project, we will be providing information to the community and seeking your input about the K2ARB project via a variety of channels, including information sessions.

As with all 13 projects along the Inland Rail corridor, community consultation is a vital part of our studies. We are focused on building the best possible rail line and input from the community is an important part of that.

    We’re inviting community groups and organisations to apply for the latest round of the Inland Rail Community Sponsorships and Donations program, which is now open, and runs until 31 July 2020.

    Inland Rail Director of Engagement, Environment and Property Rebecca Pickering said the grants could assist communities that have been heavily impacted by COVID-19 social distancing requirements.

    Inland Rail Director of Engagement, Environment and Property Rebecca Pickering said the grants could assist communities that have been heavily impacted by COVID-19 social distancing requirements.

    “Delivering Inland Rail is only possible in partnership with the communities in which we operate and supporting our communities’ sustainability is paramount,” Ms Pickering said.

    “A key commitment of Inland Rail is to leave a positive legacy along the rail corridor and the Community Sponsorships and Donations program is just one example of how we ensure communities benefit from this unique project.

    “Projects funded to date represent a diverse range of initiatives such as upgrading community facilities, skills building in the areas of STEM education and inclusive events.

    “Inland Rail has awarded more than $305,000 in grant funding to 102 community initiatives right along the rail corridor including sporting groups, schools, men’s groups and Indigenous cultural groups, and we want this effort to continue.”

    Ms Pickering said the Australian Government had carefully assessed and prioritised the safe delivery of Inland Rail during the COVID-19 pandemic and ARTC considered programs to support local schools, community groups and associations more important than ever.

    “Because of the impact COVID-19 has had on our communities, we are specifically encouraging applications for projects that increase the capacity to deliver services during the ongoing pandemic or create online STEM programs for students while they are being home-schooled,” she said.

    “Other types of projects we’re looking to support include online literacy education programs for local communities or capital works which can be delivered by local tradespeople.

    “Schools, community groups and associations in communities across Queensland, New South Wales and Victoria can view the application criteria to tap into the Inland Rail Community Sponsorships and Donations Program for grants of between $1000 and $4000 on the Inland Rail website.”

    During May, we replaced our scheduled staffed project information displays with online events due to COVID-19. Our project team and various environmental specialists were available online, in real time, to answer questions and discuss the project’s progress with local community members.

    Air quality and noise monitors have been installed at key sites along the proposed alignment to gather baseline noise and air quality data under current operating conditions.

    We’re using this data to develop operational air quality, noise and vibration modelling to predict potential environmental impacts when Inland Rail is operational.

    The data will also help inform any mitigation measures we may need to consider if impacts exceed levels set by government authorities.

    We anticipate the results of our environmental investigations will be available later this year and we will share these with the community.

    Coal transport

    Some attendees raised concerns about the potential for coal transport on Inland Rail.

    In November 2019, the Federal and State governments signed the Inland Rail Intergovernmental Agreement to facilitate the delivery of the project. Under this agreement, coal trains won’t run along the Kagaru to Acacia Ridge project alignment until construction of the Salisbury to Beaudesert passenger line commences, which is still a number of years away, or another time as agreed by governments.

    If coal trains use Inland Rail in the future, the Australian Rail Track Corporation will ensure freight operators comply with all relevant legislation, including dust emissions, as determined by the Queensland Government.
