Learn morePhase 1: Narrabri North to North Star
In 2016 the Narrabri to North Star project was declared State Significant Infrastructure under the NSW Environmental Planning and Assessment Act 1979 (EP&A Act) and a controlled action under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
In late 2017, the Environmental Impact Statement (EIS) was placed on public exhibition, with 18 submissions received.
All NSW and Commonwealth governments planning and environmental approvals for Phase 1 are now finalised. The Submissions and Preferred Infrastructure Report (SPIR) released in December 2019 was a key step in the approval process for Phase 1.
The SPIR was prepared to address the issues raised in EIS submissions and to complete environmental assessments of the finalised design. The Department of Planning, Industry and Environment accepted public submissions on the SPIR in January 2020 and concluded their assessment of the Phase 1 under the EP&A Act in mid-2020. The Commonwealth Minister for Environment set further conditions under the EPBC Act which are now met.

Phase 1 construction progress as at May 2022
Construction on Narrabri to North Star Phase 1 is well underway, and we have been tracking the project team’s construction progress against completion targets.
We’re providing a quarterly update on how the team is delivering key construction activities, such as how many new sleepers, track and culverts are installed and how many kilometres of old material have been removed.
Phase 2: Moree to Camurra
The NSW Secretary’s Environmental Assessment Requirements for Moree to Camurra was issued in October 2020. It is a significant planning milestone for this phase.
The Narrabri to North Star Phase 2 project’s EIS is expected to be on public exhibition in mid-2022.
