Phase 1: Narrabri North to North Star
On 24 November 2022 the section between Narrabri and Moree was commissioned and handed back to ARTC for operations to resume.
On 27 October 2023 the section between Camurra and North Star was commissioned, marking the end of major construction on the project. Normal train operations have resumed along the entire alignment.

Phase 2: Moree to Camurra
The Narrabri to North Star Phase 2 project is currently in the approvals phase, with the Environmental Impact Statement (EIS) having been formally lodged with the NSW Department of Planning and Environment (DPE) in early September 2022.
The EIS supports an application for approval of the project as a Critical State Significant Infrastructure (CSSI) under division 5.2 of the Environmental Planning and Assessment Act 1979 (EP&A Act). It addresses the NSW Secretary’s Environmental Assessment Requirements for Phase 2 Moree to Camurra, issued in October 2020.
The EIS describes the potential impacts of the project and proposed mitigation measures. It also captures information gathered from consultation with landowners and other stakeholders and demonstrates how consultation was considered in determining the rail corridor.
The EIS was on public exhibition from 21 September 2022 until midnight on Wednesday 9 November 2022. DPE received 20 public submissions received and 12 pieces of agency advice in response to the EIS. Thank you to everyone who participated in the process. All submissions are available to view on the N2NS P2 project page of the NSW Government’s Major Projects website.
We are currently preparing a Response to Submissions (RtS) report as required under the Environmental Planning and Assessment Act 1979. The report will include an analysis of the issues raised in the submissions and how the project has addressed or will address those matters. The report is expected to be lodged with DPE in the first half of 2023. Once reviewed, DPE will also publish the report on its Major Projects website.
DPE will consider the RtS in its assessment of the Narrabri to North Star Phase 2 project and provide a recommendation (including conditions of approval) to the NSW Minister for Planning for determination.
