PPP Director on board for Inland Rail

As Inland Rail activity ramps up across Queensland, the Australian Rail Track Corporation (ARTC) has appointed Tony Lubofsky as the Director to steer the delivery of Inland Rail between Toowoomba and Brisbane through a Public Private Partnership (PPP).

Inland Rail Chief Executive Officer Peter Winder said the role will further develop the PPP planning work already undertaken by ARTC.

“This is a critical role for putting in place systems, structures and procurement enabling ARTC to partner with the private sector in delivering the 126km, technically challenging section between Gowrie and Kagaru, which requires tunnelling through the Toowoomba, Teviot and Little Liverpool ranges.

“We welcome the depth of PPP knowledge and commercial acumen that Tony brings to the table, along with his strong track record in driving complex programmes of work.”

“Tony has led the delivery of five successful PPP projects in the health and education sectors, and joins us from Public Transport Victoria where he was the Project Director for the Metropolitan Train and Tram Refranchising Project.”

With his feet now planted under a desk in the ARTC Brisbane office which accommodates 150 ARTC colleagues, Mr Lubofsky said he is relishing the task ahead.

“I am really looking forward to building on the significant work that has been done to date in planning for a PPP, and over time seeing what the market has to offer to this game-changing infrastructure project,” Mr Lubofsky said.

Mr Winder said a PPP arrangement is being implemented to deliver the best value for money for this complex section of the programme, which involves the three projects from Gowrie to Helidon, Helidon to Calvert and Calvert to Kagaru.

“The three projects will be combined for construction to be delivered through the PPP,” Mr Winder said.

“The PPP involves going out to market to find a private partner who will work with ARTC to deliver that section.

“This arrangement provides effective risk management and enables us to harness innovative design solutions, opportunities for more efficient construction methodologies, and an innovative financing and funding solution.

“The preferred bidder is expected to be announced at the end of 2019.”
